According to the The Age today it appears that a minority (a minority) of the Classification Board thought the images described by Prime Minister Kevin Rudd as "revolting" (sight unseen) would have preferred a stronger classification than PG (Parental Guidance recommended)

(while) ... a minority of the board thought the impact of the picture was "moderate" rather than "mild", none of the classifiers thought it deserved banning or called for any restriction on its display...
mild ? moderate ? revolting ?
I don't trust Kevin Rudd's judgment on these matters.
